Activists also set fire to at least four police vehicles after destroying the embassy wall, built earlier this month to protect the mission from protesters.

Chapter 3, Part A provides the principles for the processing of personal information, which main principles include: * personal information must be processed in accordance with the law and in a proper and careful manner in order not to intrude upon the privacy of the data subject to an unreasonable extent; * personal information must be collected for a specific, explicitly defined and legitimate purpose; * personal information may not be kept for longer than is necessary for archiving purposes; * personal information must not be further processed in a way incompatible with the purpose for which it has been collected in the first instance; * the data collector collecting and processing personal information must take practical steps to ensure that the quality of personal information is complete, not misleading, and accurate; * personal information may only be collected by a data collector which has given notice and has been recorded in a Register kept by the Commissioner; * appropriate technical and organisational security measures must be taken to secure the integrity of personal data by safeguarding against the risk of loss, or damage or destruction of personal information and against the unauthorised or unlawful access to, or processing of personal information; * where personal information is collected, the data subject is entitled to obtain, free of charge, confirmation whether and what personal information is being kept; * and the responsible party will be kept accountable and must ensure that there are measures taken that give effect to the Principles set out in Chapter 3, Part A. 5. Protect Consumers The ECT Act provides for consumer protection rights, including certain cooling- off periods relating to online transactions with consumers. The ECT Act furthermore does not prejudice the rights of consumers provided for in any other law. In this regard, it should be noted that the Consumer Protection Act 68 of 2008 ("CPA") came into full effect on 1 April 2011. Every business (referred to as "suppliers" in the Act) providing products or services to local consumers, is required to comply with this Act. The Act provides that the definition of a "consumer" does not only include natural persons, but also any business with an asset value or annual turn-over below R3 million. All suppliers must update their online policies and standard agreements to comply with this Act, in particular return of goods policies and warranties. The CPA also impacts on marketing campaigns and materials. 6. Limit technical liability As humans make errors, so does technology. In this regard, especially if you intend to operate a website with online order or payment facilities, it is important to have reasonable measures to limit your liability for any technical factors which may, for instance, delay transactions or cause internet customers harm in any way. 7. Supply information To protect consumers, the ECT Act requires that a supplier offering goods or services by way of an electronic transaction provide certain information on the relevant webpage. The required information can be categorised as follows: * Information relating to the business * Information relating to the goods or services * Information on how disputes will be handled In addition, the Promotion of Access to Information Act 2 of 2000 ("PROATIA") prescribes that private and public bodies must compile manuals containing certain information. The main purpose of PROATIA is to foster a culture of transparency and accountability in public and private bodies by giving effect to the right of access to information flowing from Section 32 the Constitution of South Africa. Copies of the prescribed information manual must be made available to the Human Rights Commission, on websites and at physical offices. It must furthermore be published in the Government Gazette. The manuals of public bodies must be published online and made available in at least three different official languages. 8. Linking third parties Reciprocal linking of websites is helpful to stimulate online traffic and form affiliations with businesses offering complimentary products and services. However, when allowing a link to a third party website, it is likely that you will not be monitoring such third party website all the time for possible incidents which may harm or cause detriment to your online consumers, which incidents may reflect badly on your website. It is important to apply your mind when authorising linking to and from third party websites. Your website should include a disclaimer limiting your liability for any damage or harm caused by visiting third party websites which are linked to your business website. 9. Socialise responsibly Chapter 2 of the Constitution of South Africa provides for the protection of fundamental human rights. These rights include inter alia the right to privacy, the right to freedom of expression, the right to information, and the right to non-discrimination. These fundamental human rights must also be protected online. In the event that your website provides for social facilities, such as a blog, or online discussion forums, it is important to monitor and filter comments which conflict with these supreme rights of individuals. To ensure that bloggers can be identified, it is best that such users register to use such facilities. 10. Supply terms and conditions Generally, good Terms and Conditions for use of your website should accommodate at least all points discussed above. Such Terms and Conditions document is usually a web-wrap agreement which requires no positive acceptance by users. However, depending on the functionality of your website and the nature of possible online transactions, steps should be taken to draw the user's attention to the terms of the agreement first. It is best to publish Terms and Conditions on a login page. Conclusion Following the above points, it is clear that "cyber space" is not without rules. Appropriate steps to protect your business online include at least the drafting and publishing of good Terms and Conditions for use of your website. Websites are accessible by users all over the world and the laws in South Africa differ substantially from other national laws which may apply to websites for foreign jurisdictions. That wafer-thin flat-screen TV you bought may be a treat for the eyes, but your ears are another story. The speakers built into skinny TVs are, by definition, small and thin, which limits their ability to move air. And since moving air is what sound is all about, you end up with flat, compressed audio.

What to do? You could buy a full surround-sound system, with speakers up front and behind, but that often means running wires from the front of the room to the back, and certainly means more boxes and clutter. Or you could go with an increasingly popular alternative, the soundbar.

A soundbar does away with multiple speaker boxes, along with unsightly cables and wires. It combines three or more speakers (for the left, right and center audio channels) in a single compact enclosure, which sits unobtrusively below the TV screen on a table, or hangs on a wall. And thanks to its unified design, a soundbar is a snap to set up.

The majority of today?s soundbars are bundled with a separate subwoofer, a large speaker specifically designed to recreate the bass frequencies crucial for enjoying movie explosions and crashes. Sometimes the subwoofer connects to the soundbar via a cable, sometimes it receives the audio signal wirelessly.

Where a soundbar differs significantly from a full surround-sound system is the lack of rear speakers. Instead, soundbar systems use sophisticated digital audio processing to simulate surround-sound, artificially replicating the sound you?d hear from actual rear speakers by using audio delay and bouncing sound off the side walls of the room. Of course, the size and shape of your room will determine how effectively this digital trickery functions. Even if you don?t get much surround effect, though, the soundbar system will still provide the volume, clarity and bass power sorely lacking in built-in TV speakers.

All the soundbars we?ve auditioned here are of the active variety ? that is, they are powered by built-in amplifiers and require no complex hookup to a receiver. They can be connected directly to a game console or Blu-ray player, but generally take the sound feed from the audio outputs of your television, or from the cable/satellite box.

U.S. tries to stall Palestinian statehood bid: report (Reuters)

WASHINGTON (Reuters) ? Washington has launched an effort to avoid a clash stemming from plans by Palestinians to seek recognition as a state at the United Nations, The New York Times reported on Saturday, citing senior U.S. officials and foreign diplomats.

The Obama administration has introduced a plan to restart peace talks with Israel to try to convince Palestinian President Mahmoud Abbas to give up the bid to seek recognition at the annual meeting of leaders at the U.N. General Assembly, it said.

The administration has told Abbas it would veto any request made to the U.N. Security Council to make a Palestinian nation a new member, the Times said.

But it said Washington lacked support to block a vote by the Assembly to raise the status of the Palestinians to a nonvoter observer state from that of a nonvoting "entity," which could allow them to join many U.N. bodies, and pursue cases against Israel at the International Criminal Court.

Senior U.S. officials and foreign diplomats, whom the Times did not identify, said the administration wanted to avoid having to cast a veto as well as a General Assembly vote that would leave only the United States and a few other nations opposed to Palestinian nationhood.

"If you put the alternative out there, then you've suddenly just changed the circumstances and changed the dynamic," the newspaper quoted a senior administration official as saying on Thursday. "And that's what we're trying very much to do."

With peace talks with Israel frozen, the Palestinians have vowed to seek full U.N. membership for a state in the Gaza Strip and West Bank, with East Jerusalem as its capital.

The European Union has also tried to launch a resumption of peace talks between Israel and the Palestinians, amid deep divisions over the proposed bid for statehood.

The Times said that while some Obama administration officials were hopeful a compromise could be reached to avoid a vote, there were plans to limit the consequences if it took place, including efforts to ensure that Israel and the Palestinians keep cooperating on security in the West Bank and on Israel's borders.

Turkey says it will challenge Gaza blockade (AP)

ANKARA, Turkey ? Turkey is preparing to challenge Israel's blockade on Gaza at the International Court of Justice, the foreign minister said Saturday, racheting up tensions between the once close allies.

Ahmet Davutoglu's comments came a day after Turkey expelled the Israel's ambassador and severed military ties with the country angered over its refusal to apologize for last year's deadly raid on a Gaza-bound aid flotilla that killed nine pro-Palestinian activists.

In an interview with Turkey's state-run TRT television, Davutoglu dismissed a U.N. report into the raid that said Israel's naval blockade of Gaza was a legal security measure. Davutoglu said the report ? prepared by former New Zealand Prime Minister Geoffrey Palmer, and former Colombian President Alvaro Uribe, and presented to U.N. Secretary General Ban Ki-moon ? was not endorsed by the United Nations and was therefore not binding.

"What is binding is the International Court of Justice," Davutoglu said. "This is what we are saying: let the International Court of Justice decide."

"We are starting the necessary legal procedures this coming week," he said.

The minister said the U.N. report released Friday contradicted an earlier report on the Gaza flotilla incident which found that Israeli forces violated international law when they raided the flotilla. That report was prepared in September by three human rights experts appointed by the U.N.'s top human rights body.

Davutoglu also warned Israel that it risks alienation among Arab nations by resisting an apology.

"If Israel persists with its current position, the Arab spring will give rise to a strong Israel opposition as well as the debate on the authoritarian regimes," he said.

On Friday, Turkey downgraded diplomatic ties to the level of second secretary and gave the ambassador and other high-level diplomats until Wednesday to leave the country. In other measures against Israel, Turkey suspended military agreements, promised to back legal actions against Israel by the raid victims' families and vowed to take steps to ensure freedom to navigate in the eastern Mediterranean.

Turkish officials refused to elaborate on the last move, but some analysts suggested Turkey could send navy vessels to escort aid ships in the future while Turkey's main opposition party on Friday warned such a step could lead to confrontation between Turkish and Israeli forces.

"The probability that (Prime Minister Recep Tayyip Erdogan's ruling) party has carried Turkey to the brink of a hot conflict is saddening and unacceptable," said Faruk Logoglu, a deputy chairman of the opposition Republican People's Party.

Earlier on Saturday, Ban urged Turkey and Israel to mend ties for the good of the Middle East peace process.

"I sincerely hope that Israel and Turkey will improve their relationship," Ban told reporters during a visit to Australia.

"Both countries are very important countries in the region and their improved relationship ? normal relationship ? will be very important in addressing all the situations in the Middle East, including the Middle East peace process," he said, referring to a negotiated Palestinian-Israeli peace pact.

In Jerusalem, Prime Minister Benjamin Netanyahu's spokesman said the U.N. committee's report concluded that Israel had acted within its rights and said he hoped it would help "put the relationship between Jerusalem and Ankara back on the right track."

"The U.N. commission clearly states that Israel acted legally in imposing the naval blockade to protect our people from the smuggling of rockets and weapons that are fired at our civilians," the spokesman, Mark Regev, said.

The U.N. report released Friday called the May 31, 2010 Israeli raid "excessive and unreasonable." The U.N. panel also blamed Turkey and flotilla organizers for contributing to the deaths.

Israel insists its forces acted in self-defense and says there will be no apology. Israeli officials pointed out that the report does not demand an apology. Rather, it says "an appropriate statement of regret should be made by Israel in respect of the incident in light of its consequences."

Israel's Netanyahu says won't apologize to Turkey (Reuters)

JERUSALEM (Reuters) ? Prime Minister Benjamin Netanyahu said on Sunday he would not apologize to Turkey over an Israeli raid that killed nine Turks on a ship bound for Gaza, reiterating his position after Ankara downgraded its relations with the Jewish state.

Turkey on Friday froze all military pacts with Israel, expelled the Israeli ambassador and threatened legal sanctions after a U.N. report on the May 2010 raid failed to trigger an Israeli apology.

The report said that Israel had used unreasonable force in the raid of the Turkish vessel Mavi Marmara, but added that pro-Palestinian activists onboard mounted organised and violent resistance.

Turkey also wants an end to Israel's blockade of Gaza and compensation for the families of the those killed in the raid.

"We do not need to apologize that the naval commandos defended themselves against the violent activists," Netanyahu said at the weekly cabinet meeting, echoing a statement issued by his office on Friday.

"I hope a way can be found to overcome the dispute with Turkey. Israel never wanted its relations with Turkey to deteriorate and now too Israel is not interested in a deterioration in relations," he said.

The U.N. report by a four-member panel said Israel's naval blockade of Gaza was a legitimate security measure to prevent weapons from reaching the enclave but the amount of force used by the Israeli commandos was "excessive and unreasonable."

Publication of the so-called Palmer report was delayed repeatedly to allow for months of rapprochement talks between Israel and Turkey, once close strategic allies, at a time of wide upheaval in the Middle East.

Turkey said it will now pursue criminal cases against Israeli officials responsible for the killings on board the Marmara, which the crew said was delivering aid to Gaza.

Ankara also rejected the report's finding on the blockade and said on Saturday it would apply for an investigation by the International Court of Justice into its legality.

"To the naval commandos I want to say: In the same way that you and the rest of the IDF's (Israel Defense Force's) soldiers protect us, we will defend you in every place and at every forum," Netanyahu said at the cabinet meeting.

"But as well as this I repeat: The state of Israel expresses regret at the loss of life."

Turkey's prime minister, Tayyip Erdogan, regarded as a hero in the Muslim world for championing the Palestinian cause, is expected to go to Egypt later this month.

A security source in the Gaza Strip said Erdogan was planning to visit the territory, which shares a border with Egypt. There has been no official announcement of a Gaza visit. A visit by Erdogan to Gaza could deepen the rift with Israel.
